The National Shooting Sports Foundation (NSSF) has released its annual Congressional Report Card announcing that Senator Tom Cotton (R) has been recognized as a member of the NSSF Dean’s list for “exemplary leadership in supporting the firearm and ammunition industry.”

According to Arkansas Inc., more than 8,000 Arkansans work in the arms and ammunition industry.

His liberal Democrat opponent, Hallie Shoffner, has received an “F” rating from the National Rifle Association, the lowest possible score. Receiving an “F,” as defined by the NRA, means a candidate is a “True enemy of gun owners’ rights. A consistent anti-gun candidate who always opposes gun owners’ rights and/or actively leads anti-gun legislative efforts, or sponsors anti-gun legislation.”

“Arkansas doesn’t just defend the Second Amendment—we help make that right possible,” said Senator Tom Cotton. Thousands of Arkansans work in the firearms and ammunition industry, building products used by law-abiding citizens across America. I’m proud to stand up for their jobs, their industry, and our God-given right to keep and bear arms.”

“The 2026 NSSF Congressional Report Card is a comprehensive analysis of our elected representatives’ positions on firearm and ammunition industry priorities in the 119th Congress. The Report Card’s grades are based on key votes, co-sponsorships, committee activity, floor speeches, and other official actions by Senators and Members of the U.S. House of Representatives. Members of our industry are grateful to have so many strong allies in the Halls of Congress,” said Lawrence G. Keane, NSSF Senior Vice President for Government & Public Affairs and General Counsel.

“NSSF is proud to especially recognize Senator Tom Cotton as a member of the NSSF Congressional Dean’s List for his exemplary leadership in supporting the firearm and ammunition industry and the nearly 400,000 hardworking Americans employed in the industry. Making the Dean’s List is special recognition that Senator Cotton has gone above and beyond to support issues important to sportsmen and protect and preserve the Second Amendment rights of his constituents and the industry that makes the exercise of those rights possible. We applaud Senator Cotton for his exemplary level of support.”
